Free already runs your sites with isolation, a base WAF, certificates, mail, backups and uptime monitoring. Personal is for people who run their sites seriously. It adds visitor insight, a self-hosted CDN layer with traffic rules, log viewers and networking between your servers.

Personal does not switch security on. Free already has it. Personal sells more insight, traffic control and multi-server tools.
